Minnesota has specific requirements for purchasing and carrying firearms. Whether you're buying your first handgun or planning to carry, here's an overview of the permits and processes involved.

Permit to Purchase (PTP)

To buy a handgun or a semiautomatic military-style assault weapon from a dealer in Minnesota, you generally need either a Permit to Purchase or a valid Permit to Carry. The Permit to Purchase is issued free of charge by your local police chief or county sheriff, is valid for one year, and lets you buy eligible firearms during that time.

Permit to Carry (PTC)

A Minnesota Permit to Carry allows you to carry a handgun in public and also serves as a purchase permit. To qualify you must be at least 21, complete an approved firearms-training course from a certified instructor, and apply through your county sheriff. The permit is valid for five years statewide.

Background Checks

All firearm purchases from a licensed FFL dealer — including Twin Cities Gun & Pawn — require a federal NICS background check via ATF Form 4473. Holding a valid PTP or PTC may streamline the process, but the dealer still verifies eligibility at the point of sale.

How to Apply

Applications for both the Permit to Purchase and Permit to Carry are submitted to your local sheriff or police department. You'll provide identification, complete the application, and (for the PTC) show proof of completed training. Authorities have a set number of days under state law to approve or deny the application.

Long Guns

Rifles and shotguns that are not classified as semiautomatic military-style assault weapons generally do not require a Permit to Purchase in Minnesota, though you still must be a legal buyer and pass the dealer's background check.

Who Cannot Obtain a Permit

Prohibited persons — including those with certain felony or domestic-violence convictions, active restraining orders, or specific mental-health adjudications — are not eligible. Federal and state law both apply.
